Whatcom County Property Tax Assessment Process
Washington State law requires all property to be assessed at 100% of fair market value under RCW 84.40. Whatcom County revalues all real property annually and physically inspects one-sixth of all parcels each year as required by state law. The Assessor uses mass-appraisal methods and sales analysis to set values that reflect what the market would pay for similar properties as of January 1 each year.
The annual tax booklet published by the Assessor shows assessed valuations, tax rates, and the taxes levied within each taxing district. Whatcom County has a diverse property mix including residential, commercial, agricultural, and waterfront parcels near the Canadian border. Agricultural land and open space may qualify for current-use classifications that result in lower assessed values. The Assessor allocates values to all taxing districts and certifies the final tax roll to the Treasurer each year. Contact the Assessor at 360-778-5050 for questions about how your value was determined.
Whatcom County Property Tax Payment
Treasurer Steven N. Oliver oversees property tax collections at the Whatcom County Courthouse in Bellingham. The Whatcom County Treasurer's page provides online payment options, Real Estate Excise Tax filing information, cash balance reports, and forms for common requests including mailing address changes.
Under RCW 84.56, taxes of $50 or more can be paid in two halves. The first half is due April 30. The second half is due October 31. The county accepts payments by mail, in person, and electronically. If taxes go delinquent for three or more years, the county begins foreclosure proceedings under RCW 84.64. Contact the Treasurer before that point to resolve any unpaid balances and get a current payoff amount.

Tax Exemptions and Deferrals in Whatcom County
The Whatcom County Assessor administers several property tax exemption and deferral programs. The most common is the senior citizen and disabled persons exemption under state law. To qualify, you must own and occupy your home as your primary residence and meet the income limits set by the state. Income thresholds are updated annually.
Additional programs may apply to farm and agricultural land, timber land, and open space. The Washington Department of Revenue provides a full list of current programs and income limits at dor.wa.gov/taxes-rates/property-tax/property-tax-exemptions-and-deferrals. Contact the Assessor at 360-778-5050 or email assessor@co.whatcom.wa.us to ask about eligibility and required documentation before applying.
Appealing Your Whatcom County Property Assessment
If you disagree with your assessed value, start by reviewing your property data in the PropertyAccess portal. Check the characteristics on file for your parcel and look at the comparable sales used to set the value. If something looks wrong, contact the Assessor at 360-778-5050 or email assessor@co.whatcom.wa.us for an informal review.
If the informal review does not resolve the issue, file a formal appeal with the Whatcom County Board of Equalization before the deadline on your Notice of Value. The Assessor's Office prepares defenses of valuations for Board hearings and for the State Board of Tax Appeals if appeals go further. The final step beyond the county Board is the Washington State Board of Tax Appeals. Remember that you can only appeal the assessed value, not the levy rate.
