The assessed value of Mountlake Terrace grew significantly in recent years, rising from $4.23 billion to $5.33 billion between assessment cycles. That kind of growth can shift levy rates across the city. The Snohomish County Assessor has earned the Certificate of Excellence in Assessment Administration from the International Association of Assessor Officials and received recertification in 2020.

The 2024 senior exemption income limit increased to $75,000 in disposable income. Mountlake Terrace residents who are 61 or older and meet this threshold can apply for an exemption that reduces the taxable value of their home. Call 425-388-3540 or email assessor@snoco.org. The Tax Distribution page on the assessor's site shows how your tax dollars are allocated across Snohomish County by district.

Mountlake Terrace City Property Tax Levies

The City of Mountlake Terrace sets its own levy each year through an ordinance approved by the City Council. For 2023, the general property tax levy for Mountlake Terrace was $4,840,000. That amount included a 1.0% increase of $46,187, plus amounts for new construction ($110,306) and refunds ($64,833). The levy is certified to the Snohomish County Assessor using State Department of Revenue form REV 64 0100.

There are also voter-approved levies on top of the general levy. In 2002, Mountlake Terrace residents approved a permanent EMS levy at $0.50 per $1,000 of assessed value. In 2016, voters approved a general property tax levy at $1.95 per $1,000. In November 2017, voters approved $12.5 million in unlimited general obligation bonds for the Civic Campus project, adding a bond levy of $725,083 to repay that debt.

The city carries banked levy capacity of $824,376.11. That is the difference between the highest lawful levy the city could impose and what it actually imposed. State law under RCW 84.55 governs levy limits and banked capacity for Washington cities. All Mountlake Terrace levies apply to both real and personal property within city limits.

Note: Your total property tax bill includes city, county, state, school district, and special district levies combined into one statement from the Snohomish County Treasurer.

SCOPI (Snohomish County Online Property Information) is an interactive map at snohomishcountywa.gov/5414. You can search any Mountlake Terrace parcel by address or parcel number and see its boundaries on a map. Once you click a parcel, basic details appear: Parcel ID, Property Address, Owner Name, Market Value, and Gross Acres. From there you can open the full Property Account Summary for sales history, tax history, legal descriptions, and detailed structure data.

SCOPI layers include recent residential sales by year, appraisal neighborhoods, and aerial imagery. The map has 2022 imagery at 3-inch urban resolution along with earlier coverage going back to 2017. That level of detail is useful when you want to verify lot size or track changes to a property over time.

Paying Mountlake Terrace Property Taxes

The Snohomish County Treasurer at 425-388-3366 handles all tax billing and collection. Tax statements go out in mid-February each year. First-half payments are due April 30 and second-half payments are due October 31. You can pay online by credit card, debit card, or e-check, or by phone at 833-440-3332. Mail payments should be sent to allow 7 to 10 business days for processing. A 24/7 drop box on the county campus is checked daily for check payments.

Under RCW 84.56.020, if your annual tax is $50 or less, you must pay the full amount by the first-half deadline of April 30. Missing the first-half deadline for larger bills triggers interest on the full year balance starting May 1. Delinquent taxes can lead to tax foreclosure over time.

Email is Contact.Treasurer@snoco.org for written questions. The Treasurer also handles mobile home ownership transfers in both English and Spanish guides. For questions about a specific Mountlake Terrace parcel or payment status, call the main Treasurer line or check your account online through the Treasurer's website.
