Franklin County Assessor and Pasco Property Records
The Franklin County Assessor's Office is the primary agency for Pasco property tax records. The Assessor maintains the assessment system for all taxable real and personal property in the county, including every parcel inside city limits. Under RCW 84.40.020, all real property must be valued as of January 1 of each year for taxes payable the following year. The office does not bill or collect taxes. That job belongs to the County Treasurer.

Real Property Change of Value Notices are mailed to owners in the third quarter of each year. These notices show the new assessed value for the next tax year. Search Pasco Property Records Online
The Franklin County TaxSifter is the public access portal for property tax and appraisal data covering Pasco and all other Franklin County communities. It is free to use and available around the clock. You can search by parcel number, property address, or last name. The results display basic appraisal data, legal descriptions, and aerial maps.
Under the Treasurers tab in TaxSifter, you can view property tax information for the past five years. That includes amounts billed, payments made, and any outstanding balances. The REETSifter tab lets you look up Real Estate Excise Tax Affidavits by buyer name, seller name, parcel number, or address. These documents are useful when researching the sale history of a parcel.
Online tax payments are available through TaxSifter via a partnership with Point and Pay. You can pay by credit card, Visa debit card, or e-check. Convenience fees apply. E-checks cost $1.00, credit cards carry a 2.5% fee, and Visa debit cards charge a flat $3.95. You can create an account to view bills, manage paperless billing, and track your payment history.

Paying Pasco Property Taxes
The Franklin County Treasurer bills and collects property taxes for all real and personal property in Franklin County, including the City of Pasco. The Treasurer sends statements after receiving tax rolls from the Assessor. Taxes are due on April 30 for the first half and October 31 for the second half each year. The Treasurer's office offers email reminders for both due dates through the Paperless Tax Bills (eBill) program.
If the first half is not paid by April 30, the full year amount becomes delinquent. Under RCW 84.56.020, delinquent taxes are subject to interest and penalties based on property type, assessed from the month of delinquency until paid. Note: Effective January 1, 2024, the Franklin County Treasurer no longer processes payments over the phone. You must pay online, mail a check, or visit in person. A drive-up drop box is located under the blue banner across from the security building at the courthouse.

Pasco City Property Tax Levy
Property taxes in Pasco are paid to Franklin County, which distributes funds to the relevant taxing districts. Your total tax bill covers the City of Pasco levy, the state levy, the Franklin County levy, and the Pasco School District levy, among others. The City of Pasco Finance Department notes that the city's property tax levy rate changes each year based on assessed values.
Washington state law provides property tax exemptions and deferrals for senior citizens and disabled persons. Applications for these programs are handled through the Franklin County Assessor. Pasco also has a special valuation program for historic properties under state law. This allows certain properties that have been substantially rehabilitated to avoid increased taxation during a ten-year period. Eligible properties must be listed in the National Register of Historic Places or a local register established by a Certified Local Government. The rehabilitation work must equal at least 25% of the pre-rehab assessed value and must have been completed within two years of application. The local review board must approve the work before the valuation benefit is granted.
