Spokane County Assessor and Treasurer
The Spokane County Assessor values all real property within the City of Spokane. Assessor Tom Konis, who has been with the office since 1993, was elected Assessor in 2018. The office mails roughly 214,406 real property valuation notices each year, with 2026 tax notices going out starting June 2, 2025. Values reflect market conditions as of January 1 of the assessment year and are based on analysis of real estate sales in 836 statistical neighborhoods across the county.
The Spokane County Assessor finalizes property values in December each year and certifies levy rates. Those amounts are sent to the Treasurer's Office in January. Assessed values are provided to 54 taxing districts, which use them to finalize their levy requests by the end of November. The Assessor can be reached at 509-477-3698. Search Spokane Property Records with SCOUT
SCOUT, the Spokane County Online Unified Tax portal, is the primary public tool for searching Spokane City property tax records. Access it at cp.spokanecounty.org/scout. SCOUT returns detailed property records including owner and taxpayer names, mailing addresses, site address, parcel type, city, land size in square feet, description, tax year, tax code area, and status (Active or Inactive). The Appraisal Contact section lists the assigned appraiser, neighborhood code, and appraiser phone number. Assessed value tables show tax year, taxable value, market total, land, dwelling or structure value, current use land, and personal property. Characteristics tables cover land number, soil ID, frontage, depth, and lot counts. Sales history includes sale date, sale price, sale instrument, excise number, and parcel reference.
Tax information in SCOUT shows annual charges, remaining charges owing, tax receipts, and due dates of April 30 and October 31. Recorded documents related to a parcel can be accessed via the Auditor's Recorded Documents Portal, accessible through a direct link in each SCOUT record. Under Washington State Law, WAC 458-07-015, the Assessor is required to make an exterior observation of all properties at least once every six years.

Spokane County currently has 55 taxing districts that create 179 tax code areas defined by their overlapping boundaries. The City of Spokane is one of 13 city and town districts. The county also has 11 fire districts, 6 cemetery districts, 19 school districts, plus library and park districts. Each has its own geographic boundaries and levy rate set through public hearings by locally elected boards.
A levy must be uniform throughout a district, even when the district extends into a neighboring county. The County levy, Conservation Futures, and the State School levy are applied uniformly across all 179 tax code areas. Because of this structure, two properties with the same assessed value but in different parts of Spokane City can pay very different taxes based on which taxing districts they fall within. Paying Spokane City Property Taxes
The Spokane County Treasurer's Office collects all property taxes for the City of Spokane. Property tax payments are due April 30 and October 31 each year. The state deferral program for Spokane City property owners is administered by Linda Richter at 509-477-5946. Seniors and disabled persons who qualify for deferral pay their taxes at a later date, with interest accruing and remaining as a lien on the property until repaid.
Spokane Multifamily Tax Exemption Program
The City of Spokane runs a Multifamily Property Tax Exemption program that provides a partial property tax exemption for new residential improvements. The program is explained at my.spokanecity.org/economicdevelopment. Exemption terms are 8, 12, or 20 years depending on the affordability level of the project and its location within the Spokane Targeted Investment Area or Affordable Housing Emphasis Area. Projects that maintain affordability throughout the exemption period can expect to save approximately $966 per $100,000 of assessed value on the exempted housing.
The exemption applies only to the residential improvement value. Property taxes are still owed on the land and any non-residential portions of the building. A Conditional MFTE contract must be approved before submitting for plan review or permits. Once a Certificate of Occupancy is issued, the applicant must apply for a Final MFTE certificate. The City files it with the Spokane County Assessor. The exemption begins January 1 of the year following the calendar year the Final MFTE Certificate is recorded. Annual compliance reports are due to the City by February 1 each year.
For exemption programs for individual homeowners, including seniors and veterans, those are administered directly by the Spokane County Assessor and are governed by RCW 84.36. Appeals of assessed values go to the Spokane County Board of Equalization, with further review available at the Washington State Board of Tax Appeals at bta.wa.gov.
